Google Analytics 4 is free of charge, in Google's words, and reports on visits from links tagged with UTM parameters. Google says to always use utm_source, utm_medium and utm_campaign. Its reports offer three attribution models, and a standard property keeps event data for 2 or 14 months. Analytics 360, the paid version, is priced by Google's sales team. Free trackers that count ad clicks: BeMob, AnyTrack and RedTrack Relay
BeMob Free stops at 100,000 events a month, with 1 month of data and no paid overage. AnyTrack Free stops at 5,000 sessions a month, one website, one ad platform and one conversion source. RedTrack Relay is $0 forever for one store, with UTM-based last-click attribution and no multi-touch attribution.

Free affiliate link trackers and a spreadsheet tracker
Bitly Free allows 5 links and 2 QR Codes a month, with ads. Core adds 100 links a month and 30 days of click and scan data at $10 a month on an annual-only plan ($120 a year), per Bitly's page data. BeMob Free is the free affiliate-focused option, since BeMob describes itself as tracking software for affiliates.

When a free plan stops being enough
Limits push an upgrade: BeMob keeps 1 month of data, AnyTrack Free stops at 5,000 sessions, and Relay reports last click only.
